A Licensing Renewal Created the Business Case for Redesign

Tift Regional Health System had accumulated a large SQL Server estate over many years, with business applications distributed across numerous standalone systems.

With a major Microsoft licensing renewal approaching, continuing the existing footprint would have required an extraordinary licensing investment while preserving aging architecture, inconsistent operations, and limited high availability.

The consolidation strategy reduced projected SQL Server licensing requirements by more than $3 million over the initial three-year licensing cycle — more than 80 percent compared with maintaining the previous footprint.

Rather than treating the renewal as an unavoidable cost, the organization used it as an opportunity to redesign the SQL Server platform around actual workload requirements, business criticality, security, and availability.

Measure First, Then Consolidate

Consolidating an estate of this size requires more than counting SQL Server instances or adding together the specifications of the existing servers.

Sarpedon Quality Lab combined its own SQL Server discovery tooling and security assessments to build and validate a detailed technical view of the estate, including configuration, topology, security posture, and factors affecting migration.

Fortified WISdom for Databases complemented that analysis with workload and resource-utilization data across the estate. Observed workload behavior, rather than provisioned server capacity alone, informed CPU, memory, and resource estimates for the consolidated target environment.

Together, the technical assessment and workload analysis supported target sizing, consolidation decisions, workload placement, security boundaries, and identification of applications requiring remediation or dedicated infrastructure.

From Standalone Servers to Standardized High Availability

Supported workloads are being consolidated onto standardized SQL Server 2022 high-availability platforms.

Contained Availability Groups provide high availability, preserve logical workload groupings within the consolidated platform, and simplify maintenance by keeping relevant dependencies within the availability group.

Applications are grouped into three service-criticality tiers that guide database placement within the target architecture, aligning workload placement with business importance and availability requirements.

A limited number of systems intentionally remain standalone. Some applications do not support high-availability technologies; others require weaker security configurations and are hosted on dedicated systems for isolation from the shared platform.

For workloads on the HA platform, routine patching can use controlled Availability Group failover. Service interruption is typically measured in seconds and often goes unnoticed by application users.

Security Was Part of the Architecture

Consolidation increases the importance of strong isolation and privilege management. The new environment therefore establishes a common security model rather than reproducing legacy configurations server by server.

Modernization Across a Complex Application Estate

Application Readiness Sets the Migration Pace

In established enterprise environments, SQL Server migration mechanics are rarely the primary constraint. Each application brings its own vendor support requirements, upgrade path, high-availability compatibility, security requirements, and budget cycle. Those dependencies largely determine when a workload can move.

That is the reality at Tift Regional Health System. Approximately 50 applications are represented across the SQL Server estate, with some spanning multiple SQL Server systems. The migration has required coordination with dozens of software vendors.

The phased modernization began in 2024 and continues as the remaining applications progress through their individual migration paths.

Greenfield environments can be designed around a clean target architecture from the start. Existing application estates cannot. Each workload must be evaluated against the architecture and, where necessary, upgraded or adapted before it can be migrated.

Some vendors readily support SQL Server 2022, high availability, and modern security practices. Others require application upgrades or architectural changes, while some depend on configurations that are not acceptable on a shared platform. Throughout the project, several vendors have worked collaboratively with Sarpedon Quality Lab to bring their applications into alignment with the strengthened security requirements.

Where a product cannot adequately support the organization’s future security or availability requirements, replacing the application may ultimately be preferable to carrying those technical limitations forward.

Recurring Savings Extend Beyond the Modernization Investment

The redesigned SQL Server footprint reduces projected Microsoft SQL Server licensing requirements by more than $3 million over the initial three-year licensing cycle — more than 80 percent compared with continuing the previous model.

The licensing reduction more than offsets the broader modernization investment over the initial cycle. That modernization includes SQL Server 2022 migration, consolidation, high availability, application upgrades, stronger security boundaries, standardized identities and authentication, standardized backup and maintenance, and application remediation or replacement where necessary.

Because much of the modernization expenditure is non-recurring, subsequent licensing cycles are expected to generate additional multi-million-dollar savings.

SQL Server licensing is only part of the reduction. Moving from more than 150 Windows servers to a substantially smaller infrastructure footprint also reduces VMware/Broadcom licensing requirements and decreases costs for other products whose licensing or management burden scales with server count or resource footprint.
